Water Association Statement

Talavera Water Association is managed by a volunteer board that is elected by the households it serves. Board members are also stakeholders as they represent households on the system. Bill Noland, President

Mr. Noland retired as director of finance for Doña Ana County, N.M., a position he held for seven years. Prior to assuming that role, Mr. Noland spent nearly ten years with the City of Oakland, Calif. where he served as city controller and later director of finance and management. Mr. Noland has experience with a public water district – as accounting manager and interim director of finance for the Contra Costa Water District in northern California. He has more than 30 years of experience in governmental and private sector financial management.

Joan Scherer

Ms. Scherer is a Certified Pension Consultant having practiced in her field of expertise for over 50 years while living and working from the East Coast to the West Coast in the design, administration, implementation and consulting of qualified retirement plans to include defined benefit pension, defined contribution, 401(k) and 403(b) plans.  Her expertise in qualified plans covers single and multiple employer plans, employee stock ownership plans, as sponsored by not only self-employed or corporate clients, but also for unions, municipalities and non-profit organizations.   Her years of experience include service in human resources, law firms, CPA firms, actuarial firms, insurance agencies and third party administration firms. 

Ralph Gonzalez

Mr. Gonzalez is a registered professional engineer and professional geologist who hails from British Columbia, Canada. His distinguished career includes exploration in over 30 countries in North, Central, and South America, Central and Eastern Asia and in Africa. His career spans more than 50 years and includes mineral exploration and resource evaluation as well as mineral production and management. Mr. Gonzalez sits on the board of directors of Apex Resources Inc., British Columbia, and is an advisory board member and student mentor at New Mexico Tech, Socorro, N.M.

Karen Perez, Vice President

Ms. Perez is a civil engineer with more than 20 years of experience in water and wastewater engineering planning and design in the Las Cruces, N.M. and El Paso, Texas areas. Additionally, for nearly seven years, Ms. Perez served her community as chairperson of the Doña Ana County Board of Commissioners. She also spent three years as a Peace Corps volunteer working on the design and construction of water, wastewater and irrigation systems in Ecuador and Honduras.
